General Profile of the Department

INTRODUCTION: The economy of India is mainly based on agricultural processes and products with the development of industries at different levels. The economic situation is varied from place to place. However, level of unemployment with high inflation has bearing on economic conditions. The labor market and its requirement is also changing very fast due to change in industrial growth in different sectors of areas at all levels. Government is making restructuring of education. Quality consciousness has a special prominence in recent years, in education sector and particularly in technical education. Technical education contributes substantially to the Socio Economic development of the country as a whole. The development sustenance of the industrial sector is entirely dependent upon the availability of trained manpower to perform the multidimensional activities needed to keep the wheel of industry running. Thus the Technical Education Department aims towards making available these trained technically qualified hands to serve the industry & society. Equality of educational opportunities and preparing highly skilled work force for enterprises widely with excellence is also objective of Technical Education. Technical Education system is thus has to be flexible enough to adopt to rapid change. Thus precise aim of the system is to develop and transfer of technology to user systems.

ROLE OF THE MINISTRY OF TECHNICAL EDUCATION: Role of the Ministry is to provide financial administrative support for maintaining high standards in technical education, alongwith co-ordinating at National & international level for continuous development in technical education and making policies for the state level technical education in accordance with the National Educational Policies & Other Economic Policies. Program of action in view of new policies has been prepared to achieve good quality education.

ACTIVITIES OF THE DIRECTORATE

Preamble:- The Technical Education System in the State functions directly under the Technical  Education Department of Government of Himachal Pradesh. The policy decisions of the Government in the Technical Education sector are carried out with the supervision of the Minister for Technical Education. The Principal Secretary Technical Education, through necessary executive orders implements the scheme in the sector. The Directorate of Technical Education is the Administrative Department facilitating the Government orders. Engineering Colleges, Polytechnics, Industrial Training Institutions, Industrial Training Centres, Vocational Training Institutes etc are the functional units coming under the purview of the Technical Education System in the State. In addition to these, there are also other collaborating units like Industry Institute Interaction Cell, Supervisory Development Centre, State Board of Technical Education and Centre for Curriculum Development.

Directorate of Technical Education:- The Directorate of Technical Education, Vocational and Industrial Training, Himachal Pradesh at Sundernagar is having the Administrative Control of its functional units in the State.  The Department of Technical Education, Vocational & Industrial Training is responsible for providing Technical Education & Vocational Training in the State at various level. i.e.

  • ITI/VTC’s- Craftsmen Trade Course for skilled worker

  • Polytechnic - Diploma Courses for middle level technician

  • Engineering/Pharmacy Colleges:- Undergraduate/Post-Graduate in Engineering and Technology/Pharmacy

Activities of the Department
·
Imparting Technical Education at Diploma and Certificate level through   Government and private technical institutions like  Engineering Colleges, Polytechnics, ITIs, ITCs, VTCs etc.
· Formulation, implementation and monitoring of plan schemes.
· Sanctioning of salary and other grants to Government and aided institutions.
· Recognising private aided institutions, which are conducting courses with the permission of Government.
· Arranging Apprenticeship Training to the Graduate and diploma holders in Engineering/Technology.
· Selection of faculty for higher studies and various courses under quality improvement programme.
· Conduct of Diploma Examination in all Engineering disciplines and Certificates Examinations in certain specialized courses.

Functions of the Directorate

  • Plan, implement, administer and monitor all activities in the field of Technical Education the State consistent with State and National Policies
  • Recommend to Government on the basis of proper need analysis the establishment of new Technical Institution. consistent with the norms laid down by All India Council for Technical Education and other concerned Agencies
  • Plan and initiate the introduction of new programmes in existing Technical Institutions based on human resource needs of the State/Nation
  • Prescribe and periodically invaluate and revise curricula for Diploma and Certificate level programmes.
  • Ensure the availability of adequate staff and infrastructure in the Institutions.
  • Repair the annual budget for Technical Education in the State consistent with the Development priorities.
  • Arrange disbursement of funds to various Institutions and ensure their proper utilization.
  • Conduct examinations and award Diploma and various.
  • Co-ordinate the recruitment and promotions of all categories of Staff and administer their costings and transfers in compliance with the rules.
  • Select faculty  for higher studies and various courses under Quality Improvement Programme.
  • Arrange Apprenticeship Training for the Graduates and Diploma Holders in Engineering.

Main Objectives of the Department

  • To promote technical education in the state by setting up of new institutions in Govt. Sector and providing assistance to private institutions.

  • To provide quality education by effective monitoring of the standard of institution and initial corrective measure.

  • Disseminate the policies of Govt. w.r.t. technical education, vocational & industrial training system.

  • Non-formal training to persons with disabilities, economically weaker section of the society and rural youth, in order to generate self employment

  • Continuing education for employed persons in Govt./Pvt. Sector

Department of Technical Education, Vocational and Industrial Training plays a vital role in socio economic development of country.  In this era of liberalization, industrialization and globalization, skilled manpower of world class is of utmost necessity. 

                        There has been tremendous growth of industry in Himachal Pradesh in the last few years.  There has been consistent demand of industry and also from the service sector for semi skilled, skilled and highly skilled people.  There is need of opening more and more technical and vocational institutions to churn out the skilled manpower as per the need of industry and service sector.  The Department is laying stress to open at least one ITI/ITC in each assembly constituency and one Polytechnic in each district.  Further to encourage the private sector for opening technical and vocational institutions in the State, the Department is extending all possible help to the private entrepreneurs required for this purpose. 

                        In order to maintain quality of technical education in the private institutions, the department is ensuring that the institutions establish in the private sector fulfill the requirements of norms/guidelines of regulatory bodies like; All India Council for Technical Education (AICTE), Pharmacy Council of India (PCI), H.P. University, Shimla, National Council for Technical Education (NCVT, Delhi, State Council for Vocational Training (SCVT) etc.

                      The Directorate of Technical Education, Vocational and Industrial Training came into existence in 1983 with 2 Polytechnics and 7 Industrial Training Institutes, 9 RIT’s, one Industrial Training School for boys & 15 Girls ITI’s at Head Quarter at Sundernagar, Distt. Mandi on NH-21(Chandigarh Mandi Highway) and is 125 K.M. from state Capital Shimla and 177 K.M. from Chandigarh.  Over this period there has been considerable increase in the number of Technical Institutions in the State. The Department is responsible for providing Technical Education & Vocational Training in the State at various level. i.e.
ITI/VTC’s- Craftsmen Trade Course for skilled worker
Polytechnic - Diploma Courses for middle level technician
Engineering/Pharmacy Colleges:- Undergraduate/Post-Graduate in Engineering and  Technology/Pharmacy

             The Directorate has two Wings. The Technical Education Wing of Directorate of Technical Education, Vocational and Industrial Training has been entrusted with the responsibility of managing Degree and Diploma level Technical Institutions in the State of Himachal Pradesh. The work in the Directorate is mostly governed by the norms, guidelines and regulations of All India Council for Technical Education which has been established under Central Act.

             The Industrial Training Wing of Department of Technical Education and Industrial Training has been entrusted with the responsibility of imparting training in Engineering and non-engineering trades to cater the need of the industry in respect of skilled workers. All the Industrial Training Institutes work under Craftsman Training Scheme of Government of India, Director - General Employment & Training under the directions of National Council of Vocational Training which the apex body at Government of India level for coordinating development of Industrial Training in the country. Similar to the National Council for Vocational Training at Central level, State Council for Vocational Training the State level is responsible for coordinating an integrated development of Industrial Training.

            The main motto of the technical institution is that to provide superior quality trained manpower having social commitment along with career advancement to meet the challenge and opportunity thrown up by the fast evolving society in the 21st Century.

              It is our avowed ambition to synergize all the input factors to provide the best possible products to the industry and the country at large.

              Our institution will spare no means at moulding our students into whole some individuals and be train blazer in the field of science and technology.

           A World Bank aided Project with total outlay of Rs. 7.24 crore, Technical Education Quality Improvement Project (TEQIP) is being implemented in 3 Govt. Polytechnics namely Govt. Polytechnic, Sundernagar, Hamirpur and (Women) Kandaghat. Accordingly 9 Government ITI's of the state has been covered under Public Partnership Mode and the funds to the tune of Rs. 22.5. Crore i.e. 2.5 Crore per ITI have been sanctioned from DGE&T, Govt. of India, Ministry of Labour and Employment, New Delhi.
