Best Practice and New Initiatives

  • Establishment of IIT in Himachal Pradesh:- The matter regarding setting up of IIT in Himachal Pradesh was taken up by the Honble Chief Minster of Himachal Pradesh with Honble Prime Minister of India, Honble Finance Minister and Honble HRD Minister and as a result of these dedicated efforts by the Govt., the  Govt. of India was kind enough to sanction new IIT for Himachal Pradesh.

  • Establishment of Indian Institute of Information Technology:- Govt. of Himachal Pradesh has taken up the matter with the GOI regarding setting up of IIT under Public Private Partnership mode vide letter No. EDN(TE)A(1)-16107 dated 27.06.2008.

  • Establishment of Indian Institute of Fashion Technology at Kangra:- The state of Himachal Pradesh is likely to get a unit of the National Institute of Fashion Technology (NIFT). The institute which will be set up at Chheb in disitrct Kangra of the state and is likely to start its admission process from August 2009. The foundation stone of the new unit of NIFT at Kangra will be laid by Textile Minister Shankar Singh Vaghela on January 21, 2009. The Himachal government has provided 15 acres of land free of cost for setting up the institute. The Govt. of Himachal Pradesh will provide Rs. 58 Crore for setting up of this institute. The State Govermnet has also agreed to hand over the land alongwith existing structures at Chheb(Kanga) to NIFT. NIFT Director General Sh. Rajiv Tarku IAS has visited the proposed site on 3rd December, 2008 and  selected it to set up the fashion institute. The adding up a fashion technology institute is expected to provide a new dimension to textile sector of the state.

  • Strengthening of State Technical Institution in the State:- There is provision in the XI plan to strengthen 200 State Engineering Institutes and there will be one time assistance for the project-based support and funds will be released on performance by State accepting a minimum set of reforms including curriculum revision, internal assessments, faculty upgradation etc.

  • The XI plan envisages setting up of 1000 polytechnics(300 in Govt. Sectors and 300 through PPP made and 400 private polytechnics) and there is a provision of Central Assistance of Rs. 12.30 Crores per polytechnic for every new polytechnics.

  • Provision of Rs. 2.50 Crore per ITI under PPP Mode.

  • Provision of Rs. 3.50 Crore per ITI which is upgraded as Centre of Excellence in 75:25 central State ratio.

  • Provision for Rs. 10.00 Lacs per ITI under Modular Employable Scheme(MES Scheme).

  • Technical Education Quality Improvement Programme:- Three Govt. Polytechnics Sundernagar, Hamirpur, Kandaghat have been covered under the World Bank Assisted Technical Education Quality Improvement Programme(TEQIP). Rs. 7.24 Crore has been sanctioned. Out of which Rs. 6.9 Crore has been utilized till date. The Project will be completed in March,2009. Proposal is being forwarded to GOI to cover the Govt. Engineering College and remaining Govt. Polytechnics in the next phase.

  • ISO-9001: Certificate has been awarded by JAS-ANZ (Joint Accreditation System of Australia and Newzealand)  after carrying out necessary inspection, examination/audit  to Govt. Polytechnic Sundernagar, Hamirpur, Kandaghat, Kanga and ITI Solan.

  • NBA Accreditation:- All the 10 diploma programs of Govt. Polytechnic Sundernagar, Hamirpur, Kandaghat have been accredited by NBA for a period of 3 year.
  • Centre of Excellence:- 14 ITIs namely Solan, Una, Rampur, Shamshi, Shahpur, Nahan, Mandi, Naduan(Rail), Shimla and Chamba have been upgraded as Centres of Excellence and ITI Recong-peo has been upgraded as a whole Institute. Out of these ITIs, First 3 ITIs namely Solan, Una and Rampur have been covered under Centrally Sponsored Scheme (Domestic Funded) with an approved outlay of Rs. 1.60 Crores per ITI in the ratio of 75% Central Share and 25% State share. Other eight ITIs have been covered under World Bank Assistance with an approved outlay of Rs. 3.50 Crore per ITI and Rs. 2.00 Crore for Recong-peo and remaining three ITIs Mandi(W), Shimla(W) and Rongtong(Lahul Spiti) has also been approved for upgradation under COE with an outlay of 6 Crore as confirmed from DGE&T.

  • Public Private Partnership (PPP) Scheme:- In all 20 ITIs namely Nehranpukhar, Bhoranj, Bilaspur, Poanta Sahib, Nalagarh, Palampur (W), Dharamshala (W), Kasauli (W), Hamirpur (W) Bhertin, Paplog, Jogindernagar, Jubbal, Bagsaid, Sundernagar, Rajgarh, Salyana, Bani, Kullu(W) and Sainj have been upgraded under P.P.P. Mode and grant-in-aid amounting to Rs. 50.00 crores @ Rs. 2.5 crore per ITI has been received from the Central Government/DGE&T, New Delhi.  With upgradation, new trades in all ITIs have been started.

  • Modular Employable Scheme:- There is a provision to provide vocational training to those un-employed youth who have left the institutes, un-skilled workers who are employed in industrial units and ITI trained persons under this scheme. The basic objective is to improve their employability by optimally utilizing the infrastructure available in Govt. institutes, private institutes and the industries. Skill upgradation of skilled persons is also covered under this scheme. At present there are 16 ITIs in the State namely  Shamshi, Shahpur, Solan, Kasuli, Nalagarh, Pauntasahib, Chamba, Nurpur, Recongpeo, Rampur, Jubbal, Hamirpur, Naduan, Nehranpukhar, Palampur and Dharamsala where this scheme is already going on and an amount of Rs. 118 Lacs has been received.
