Introduction:
Being aware of the importance of Human
Resources especially manpower requirement in various
professional and technical fields for making India a
developed country by 2020, Government of Himachal
Pradesh has decided to adopt a policy in consonance with
National Policy of Education (NPE) 1986 and as revised
from time to time for producing manpower in the
conventional as well as in emerging areas of Engineering
and Technology and in other professional disciplines/
areas. The Government further being aware of financial
constraints to meet the immense requirement of
investment in this field, intends to encourage private
sector participation in the State in the matter for
which the Government will extend all possible facilities
and also provide some concessions for arranging the
necessary infrastructural facilities required for the
establishment of technical and other professional
Institutions in the State. However, the Government
intends to ensure that the Institutions to be
established fulfill the requirement of norms/guidelines
of the various Apex Bodies dealing with such education
like: All India Council for Technical Education (AICTE),
Pharmacy Council of India (PCI), National Council of
Vocational Training (NCVT) State Council for Vocational
Training (SCVT) and other concerned Councils/Bodies.
The Technical Education in the state/country essentially
operates at three level viz. Diploma, Degree level and
post graduate whereas the Vocational Education covers
the Craftsman Training Certificates. Very recently the
Vocational Education at higher secondary and under
graduate level has been introduced. In addition to the
formal education, non-formal system of Technical
Education, Vocational and Industrial Training is also
being imparted by some professional bodies like IGNOU,
IETE, IE India, MANlPAL Institute of Technology etc.
etc. at national level to provide opportunities to
specific target population for acquiring above
qualifications for earning livelihood. However, some of
the open Universities (Deemed) have not been able to
meet the wide/varied education and training needs of
large strata of population because of difficulties in
imparting relevant skills and many a times, the
qualification & courses are not recognized by the Govt.
agencies like AICTE, NCVT and state Govt. The State
Govt. recognizes the need to continuously review the
practices followed by the progressive states and fine
tune it with strategies and policies, the State Govt. as
to keep in tandem with the rapidly changing economic
environment and industrial scenario domestically and
internationally look forward to cover large strata of
population in the state by providing them opportunities
to acquire Technical & Vocational Education through
formal / non-formal need based Training Programmes.
This policy is the reflection of the Govt. commitment
to over all economic development of the state by
continuously responding to dynamic Industrial Technical
scenario to produce competent human resources adaptable
to the changing time and needs.

2.1
This policy intends to :
* To develop competent Technical manpower catering
to the need of various industries and other
organizations within State and Country.
* To develop and strengthen Technical &
Vocational Education at all levels through formal and
non-formal mode with need based courses, quality,
curriculum, learning resources and teaching-learning
process, assessment certification through
standardized State level and national level agencies.
* To strengthen and upgrade some of existing
good Technical Institutions into Centre of excellence.
· To encourage Private Sector participation in
establishment of new world class Technical institutions
in emerging areas of Engineering/ Technologies and also
to strengthen Industry Institutes interaction for
enhancing employability of Himachali youths.
· To make Technical Institution
self-sustainable in future by way of granting them
autonomy.

Present Status :

At present the Department one Govt. Engg. College at
Sundernagar with annual intake of 80 students, five
private Engineering Colleges with annual intake of 1425
in six Engineering/Management disciplines, one Govt.
College of Pharmacy at Rohru with annual intake 40, 6
private B-Pharmacy Colleges with annual intake of 360,
Eight Polytechnics in the Govt. Sector with an annual
intake of 1120 and One private Polytechnic College at
Kumarhatti with annual intake of 300 and two D-Pharmacy
college at Mandi and Solan with annual intake of 120
trainees in 12 Engineering/Pharmacy/ Non- Engineering
disciplines. Polytechnics are imparting diploma level
technical education whereas Degree level
technical/professional education is being imparted by
aforesaid Institutions. In the State Craftsman level
training is being imparted under the aegis of NCVT and
SCVT. The State is at present having 77 Industrial
Training Institutes (ITIs), 49 Industrial Training
Centres (ITCs) and 257 Vocational Training Centres (VTCs).
The ITCs and VTCs are the Institutions imparting
Vocational Training in the private sector. A perusal of
Table 3.1.1 indicates total annual intake in the
Engineering Colleges, Polytechnic Colleges and ITIs.
4. General Policy of All India Council for
Technical Education (AICTE):
Technical Education in the country operating at 3 levels
i.e. Diploma, Under Graduate and Post Graduate is
controlled and monitored by the All India Council for
Technical Education called AICTE, which is a statutory
body constituted by Govt. of India under AICTE Act
1987. In accordance with the latest policy laid
down/adopted by AICTE which explicitly/categorically
laid down that a Letter of Intent (LOI) for opening up a
new Institution imparting Technical Education has to be
issued by the said body subject to fulfillment of the
prescribed norms and guidelines for such Institutions.
As per the latest policy decision of AICTE, the No
Objection Certificate from the State Government for
establishment of Degree/Diploma Level Technical
Institutions is not required. The council feels that
factors like seats already remaining vacant in the
existing Government or Private Technical Institutions
may not be given any consideration or weightage as the
law of the survival of the fittest and the best in the
field will automatically prove the stabilizing factor in
the long run.
5. Present Approach of the Government of India
and the State Government:
In regard to Technical Education from diploma onwards
the general approach of the Central Government can be
held to be the same as adopted by the AICTE. The
Government intends to give priority for the
establishment of new Engineering Colleges and
Polytechnics in the private sector in those districts
where at present there is no Engineering College/
Polytechnics. These institutions will be opened in the
districts where industries are coming up and the
Institutions proposed to venture into the field of
technical education in the emerging areas of technology
as per the need of industries. But at the vocational
level the Government of India has desired at last one
ITI in each assembly segment and in consonance with this
policy the State Government has decided that one ITI in
all assembly segments of the State within the next 2—3
years where local youths could be provided training in
different trades which are in demand in different
sectors will be opened.
6. Strategies:

6.1 To
develop competent Technical manpower catering to the
need of various industries and other organizations
within State and Country: The Government
will review the increase or decrease in the intake in
various disciplines at Degree level, Technician level,
Craftsman level or in other professional courses in the
State as per the need of the World of Work through the
projected manpower demands from time to time on the
basis of the surveys conducted within the State or at
the national level or requirement projected by CII and
NTMIS. In order to produce quality technical and
professional manpower close liaison with the industries
through Institute Management Committees (IMCs) and
Industry-Institute-Interaction Cells will be maintained.
6.2 To
develop and strengthen Technical & Vocational
Education at all levels through formal and non-formal
mode with need based courses, quality, curriculum,
learning resources and teaching-learning process,
assessment certification through standardized State
level and national level agencies: The
Intake in the existing conventional disciplines and
starting of new programmes in the emerging areas of
technology in the formal sector and also in non-formal
training to the in-service personnel in the Govt. and
private sector will be taken care of under this aspect.
In addition to this training in various need-based
courses as per the need of rural masses, preparation of
quality curricula for all such courses will also be
taken care of under this
aspect.

6.3 To
strengthen and upgrade some of existing good Technical
Institutions into Centre of excellence:
The The Govt. will continue its endeavors to upgrade
some of good Institutions imparting technical and
vocational education into Centre of Excellence by
updating the infrastructure in the Institutions with the
funds provided by the State, Govt. of India and other
agencies from time to time and also be updating the
skill and knowledge of its faculty.
6.4 To
encourage Private Sector participation in establishment
of new world class Technical institutions in emerging
areas of Engineering/ Technologies and also to
strengthen Industry Institutes interaction for enhancing
employability of Himachali youths: The Govt. as
a policy will encourage private sector participation in
the field of technical and other professional education
and at present the Govt. has started initiative for
setting up of four quality Polytechnics in non-tribal
districts which have not Polytechnics hither to in the
private sector. The Govt. will exercise its prerogative
to make it mandatory to the industries coming up in the
State to employ 70% or more bonafide Himachali youths at
all level who will be provided with necessary technical
skills and knowledge by the State through Govt. or
private Institutions established in the
State.

6.5 To
make Technical Institution self-sustainable in future by
way of granting them autonomy: Technical
Institutions established in the State in the Govt. as
well as in the private sector are excepted to be
self-sustainable in due course of time. The
Institutions will generate the funds required for
meeting their expenditure by charging suitable tuition
fee as fixed by the competent authority from time to
time and generate the revenue to meet other
expenses.
7. Policy Guidelines on Technical Education and
Vocational Training in Specific and Professional
Education in General of the Government:
The apex professional bodies like Medical
Council of India, All India Council of Technical
Education. Pharmacy Council of India and National
Council for Vocational Training etc. being aware of the
need for expansion and diversification of the facilities
for education and training welcome and approve private
sector investment in the professional field subject to
the firm commitment and willingness of the interested
parties to comply with the norms and standards laid down
by these bodies in regard to infrastructure and
prescribed criteria about quality education and training
without undue commercialization. The Government of
Himachal Pradesh in view of aforesaid position hereby
not only heartily welcomes and approves the private
sector involvement and investment in the State in the
field of Technical and Professional Education but also
assures the extension of necessary administrative and
other support to such parties in the matter.The
Government hereunder lays down that:-
(a) Expansion of facilities as per need or the
willingness of suitable agencies/parties to enter the
field by adopting very transparent mode in the matter of
grant of LOI by inviting applications as per guidelines
duly approved by the
Government.

(b) Regulating admission in a fair and transparent
manner as per norms of controlling bodies to guard
against malpractices in the matter. The Government
through the Department of Technical Education will
charge Processing Fee of Rs. 50,000/- from Degree Level
Institution, Rs. 30,000/- from Diploma Level
Institutions and Rs. 20,000/- from Certificate Level
Institutions and the money so realized will form the
part of Corpus Fund to be created and maintained at the
Directorate level.
(c) Fulfillment of required norms and standards
laid down by the Appropriate apex body controlling the
concerned area of education and training like AICTE, PCI,
NCVT and SCVT etc. For this purpose the required
inspection will be got carried out by suitable committee
of experts in the field. The Government through the
Department of Technical Education so as to monitor the
compliance of the norms and guidelines will charge Rs.
30,000/- from Degree Level Institutions, Rs. 25,000/-
from Diploma Level Institutions and Rs. 10,000/- from
Certificate Level Institution for each inspection and
the money so realized shall be the part of the Corpus
Fund.
(d) Continuous periodical monitoring of the status
of infrastructure and academic aspects to ensure quality
education and training through surprise inspection for
which no inspection fee will be charged.
(e) The Institutions violating the norms,
guidelines and regulations of the Apex Bodies of Central
or State Government will be dealt suitably by way of dis-affiliating
them or by recommending their dis-affiliation to the
concerned professional bodyies.
(f) Non-exploitation of the students by ensuring
that the same fees and dues are charged by the
Management of such Institutions as are approved by the
competent authority.
(g) Fulfillment of rules, regulations and
guidelines laid down by the Government in the matter.
8. Curricula, Examination and Certification:
The needful will be done by the appropriate
controlling body and the examining body i.e. as per
requirement of AICTE, PCI, NCVT or SCVT etc. and HPU or
H.P.Takniki Shiksha Board or DGE&T as the case may be
for formal programmes Although for non-formal
programmes Institutions will be free to frame and design
the curricula and certification itself or through Board.
9. Power to Adopt and Enforce any
Regulatory Measures:
The Government will have the absolute power and
prerogative to adopt and enforce any appropriate
regulatory provisions in the matter to safeguard the
interest of its citizens, students and its stakes |
